MINUTES OF THE MEETING HELD ON Tuesday 2nd February 2010

 

Location:        The Village Hall, Beckwithshaw

 

Present:         Councillors –Cllr M Clarke, Cllr I Galloway (Chair), Cllr D Naylor, Cllr Mrs J Ryder, Cllr Mrs K Wilson, DCllr R Grange.

Parish Clerk – Mrs J Naylor.

 

The Parish Council meeting commenced at 7:55pm

 

1.   Apologies: Cllr Mrs J Cann, CCllr J Fort.

 

2.    Urgent Business: None.
The Parish Consultation Meeting held on
26th January 2010: It was reported that due to unforeseen circumstances, there was no representation from the Parish Council at this meeting. However, the Parish Clerk confirmed that a detailed response to the question raised by the Parish Council had been received and circulated to Parish Councillors.

 

3.    Public arrangements (Questions, E-mails etc.): None

4.      Minutes of the meeting held on 12th Janaury 2010: The Minutes from the Parish Council Meeting were approved by Cllr Mrs Wilson and seconded by Cllr Naylor.  
Matters arising:
Update on the Copse:
It was confirmed that the
Army Apprentice College were returning to the Village, to complete work at the Village School and to assist in clearing the Copse, on 27th February 2010 and not 27th January 2010.

5.     County Councillor’s report: None. 

6.     District Councillor’s report: DCllr Grange reported that the event organized by the Nidderdale Strategic Partnership (NSP) had been cancelled due to the inclement weather and had been re-arranged for 4th February. The Parish Clerk confirmed that a revised invitation had been received with a date of 4th March; in the circumstances, the Parish Clerk will contact NSP to confirm the actual date of the event.
DCllr Grange said that funds were available from the Wind Farm Community Fund for community projects and covered the Parish of Haverah Park with Beckwithshaw; community Projects were for areas such as Village Halls, Sports Halls etc.
Application forms were available from NSP but had to be submitted by
31st March 2010. Cllr Mrs Wilson agreed to investigate the feasibility for making an application for the Parish.

DCllr Grange confirmed that the results of the precept applications would be available after 10th February.
 

7.     Highways:
Cllr Naylor re-iterated that Highways had agreed to install additional warning signage on the various approaches to the Village, but that funding will only be available from the 2010-2011 budget.

Cllr Mrs Wilson reported that following the recent bad weather, new potholes had appeared on the roads and in particular
Norwood Lane. Cllr Clarke also reported that potholes had appeared on Lady Lane at the junction between Beckwith Head Road and Whinney Lane. It was agreed that these should be reported to Highways for attention.

The Parish Clerk reported that Highways had been contacted to make safe the hole on
Otley Road on the approach to the Village and that Highways had responded immediately.

8.     Finance:
The bank balances at
2nd February 2010 were reported to the Parish Council:

Commuted sums spreadsheet: The Parish Clerk circulated copies of these details.
Cllr Galloway explained that the spreadsheet detailed monies available to be spent by the Parish; these monies related to funds deposited by developers from property developments in the Parish and could be used for specific purposes within the Parish.

 

A review of the details highlighted that significant funds were available (approx. £6000) and that the funds could be used towards improvements to the Village Hall, Sports facilities etc.
The Parish Clerk will contact the Dept. of Community Services for clarification of where the funds could be applied and circulate the details to the Councillors and DCllr Grange upon receipt.


Cllr Clarke suggested that funds from the Wind Farm Community Funds and Commuted Sums could be used to maintain and develop the Copse as a Community facility; consideration could also be given to funding an annual prize to
Beckwithshaw Primary School for environmental projects etc.

 

9.    Correspondence:

Change of electoral details from the Parish of Pannal to Parish of Beckwithshaw:  The Parish Clerk confirmed that a response had been received from Member Services, Harrogate Borough Council in relation to the request to change the electoral details.  It was confirmed that the request had been agreed in principal but that the recommendation required approval of the full Council which is due to meet on 3rd March 2010.

Cllr Galloway distributed details of the Parish boundaries for information.

The Parish Clerk suggested that to facilitate decisions on correspondence and e-mails, important correspondence would be scanned and forwarded to all Councillors upon receipt.

10.  CAP (Community and Policing) Meeting:
The next meeting which will incorporate an AGM is to be held on
Wednesday 3rd March 2010 (7:30pm) at Pateley Bridge Council Offices.
 

11.  Update on the Copse: Cllr Mrs Wilson reported that, following the recent poor weather, the planters appeared to have been unaffected and the plants had survived.
The Army Apprentices will be asked to help tidy up the Copse when they visit the Village on 27th February.

 

12. Planning Matters:

 

Notices of decision of planning applications:
6.119.18.FUL - Erection of single storey rear extension and installation of one window to first floor side elevation of existing cottage – 3 Springhill Cottages, Beckwithshaw HG3 1TJ (Mr P Slater).

Grant planning permission subject to conditions.

 

The Parish Council expressed surprise at the decision that had been made and were disappointed that it’s concerns appeared not to have been considered in the decision making process given the size, visual impact and the effect of the proposed development on the neighbouring properties. It was agreed that in the circumstances, the Head of Planning Services should be asked to explain the decision making process; the Parish Clerk to write to the Head of Planning Services.

 

13. Councillors Questions: None

The Parish Clerk reported that a number of residents on Moor Park had commented that the notice board on the Estate, was in a poor condition and needed attention. It was agreed that remedial repairs and re-painting should be undertaken when the weather improves and that a notice to this effect should be placed in the notice board.
