MINUTES OF THE MEETING HELD ON Tuesday 6th April 2010

 

Location:        The Village Hall, Beckwithshaw

 

Present:         Councillors – Cllr M Clarke, Cllr I Galloway (Chair), Cllr D Naylor, Cllr Mrs J Ryder, Cllr Mrs K Wilson, CCllr J Fort, DCllr R Grange.

Parish Clerk – Mrs J Naylor.

 

The Parish Council meeting commenced at 8:40pm

 

1.   Apologies: Cllr Mrs J Cann.

 

2.    Urgent Business:
Parish Councils Complaints Procedures:
Copies of the procedures had been circulated for review prior to the meeting; Cllr Galloway proposed that they be adopted by the Parish of Haverah Park with Beckwithshaw and was seconded by Cllr Mrs Wilson.

Speed Training for Communities: Cllr Galloway reported that this event had been attended by Cllrs Galloway and Naylor together with the Parish Clerk. The event was informative and beneficial although its focus was primarily on incidents involving flooding.

 

3.    Public arrangements (Questions, E-mails etc.): None

4.      Minutes of the meeting held on 2nd March 2010: The Minutes from the Parish Council Meeting were approved by Cllr Naylor and seconded by Cllr Mrs Ryder.  

Matters arising:
Wind Farm Grants: Cllr Mrs Wilson reported that this had been reviewed but unfortunately, funds are not available for use by Parish Councils although they are available for use by the Village. Details have been passed to the Village Hall Committee.

5.     County Councillor’s Report: CCty Cllr Fort reported that:

·       Full responsibility for Highways was transferred to North Yorkshire County Council on 1st April 2010.

·       A Highways Inspector (James Malcolm) was due to inspect the roads (curbing and potholes) in the Parish on Friday 9th April.

·       Education facilities, for pupils with special needs, at Forest Moor  have been signed off. It is anticipated that the new facilities will be available in September 2010.

 

6.     District Councillor’s Report: DCllr Grange reported that:

·       Grates and man-hole covers were being removed from the sides of roads creating a danger to vehicles and pedestrians.


7.     Highways:

As reported at the Open Meeting, Cllr Naylor confirmed that North Yorkshire County Council have agreed to introduce a programme of work to improve road safety which includes:

·       New/improved warning signs on the approach to the bend on Otley Road (i.e. approaching the Norwood Lane junction). the signage will also indicate an advisory 30mph limit.

·       The installation of improved junction warning signs on the bend itself which will incorporate the words “Side Road Ahead” (i.e. Norwood Lane), as well as  “Reduce Speed Now”

·       Install junction edge of carriageway road markings and verge marker posts immediately before Norwood Lane.

·       For traffic travelling north (i.e. in the direction of Leathley), the two existing “Bend Ahead” signs will be removed and replaced with ones which incorporate the advisory wording “Maximum Speed 30mph”.

·       Prior to the existing 30mph restriction signs (i.e. for vehicles approaching from the Leathley direction) new 2900mm”Slow” road markings will be introduced.

North Yorkshire County Council had advised that a definite date cannot be confirmed as the programme is dependent on available budget/funds.

Following the discussions in the Open Meeting it was agreed that a Road Safety Survey should be prepared for completion by Parishioners before further action/investigation is undertaken. It was also agreed that to progress this area of concern, it would be beneficial for the
Village School and parents to be included in the survey and any subsequent proposed action.

 

8.     Finance:
The bank balances at 6th April were reported to the Parish Council:

·       The Parish Clerk submitted a claim for £74.80 covering expenses and postage for the recent Parish Newsletter: payment was proposed by Cllr Mrs Ryder and seconded by Cllr Mrs Wilson.

·       Cllr Mrs Wilson agreed to contact Mr I Bullock to initiate cutting the grass verges. It was agreed that investigations should be undertaken to determine if these costs could be recovered from commuted sums.

·       The Parish Clerk confirmed that details for the annual accounts have been received and that they have to be submitted before 30th June 2010. Cllr Galloway reported that Ms S McEwan had volunteered to review and sign off the accounts prior to submission to Mazaars.

 

9.    Correspondence:

Meadow Barn, Beckwithshaw: The Parish Clerk reported that correspondence had been received confirming that following the recent flooding of Meadow Barn, it had been identified that the old culvert had been blocked by tree roots. After discussions with Harrogate Borough Council a proposal had been made to replace the old stone lining with a modern pipe. The Parish Clerk was requested to write to the representative confirming that the Parish Council:

·       Had no objection to the proposals to replace the stone lining but had been advised that the diameter of the replacement plastic pipe must be no less than 18inches.

·       Anticipate that the verges and original stone wall will be re-instated with appropriate flood relief apertures and that this will be done within three months.

·       Will be happy to be involved in any discussions with the completion of the proposed works.

Membership of Yorkshire Local Councils Association (YLCA): Details had been received – Cllr Galloway confirmed that it was not compulsory to join YCLA. It was agreed that given the current economic constraints, membership of the YLCA would not be beneficial.

 

Code of Conduct for Parish Councillors – Training in the Harrogate District: It was reported that training seminars will be held on 19th May and 7th September.

10.  CAP (Community and Policing) Meeting:
The next meeting is to be held on Wednesday 2nd June at Beckwithshaw Village Hall.  
A Parish Newsletter will be issued confirming details and it was agreed that the Road Safety Survey should be included in the distribution.

11.  Update on the Copse: Cllr Mrs Wilson reported that apprentices from the Army Apprentices College had done a good job tidying the Copse. Cllr Naylor proposed that a letter of thanks be sent to the College and was seconded by Cllr Mrs Wilson.

 

12. Planning Matters:

6.120.26.X.FUL 10/00272/FUL – Installation of replacement generator set and LV switch room, extension of HV compound and siting of diesel tank at Covance Laboraties Ltd, Otley Road , Harrogate HG3 1PY (Covance).

The Parish Council had no objections.

Holen House Farm, Beckwithshaw HG3 1TL: Notification received of proposal to fell 1.2 hectares of coniferous trees (Forestry Commission ref: 012/151/09).

Notices of decision of planning applications:
6.120.67.1.FUL – Conversion of part of mistal to form holiday cottage site – Beckwith Farm, Beckwith HG3 1QQ (Mrs Jeffries).

Planning granted subject to condtions.

Planning Enforcement:  

6.120.57.I.FUL – Beechfield Farm, Beckwithshaw HG3 1QL. A complaint had been received re: non-compliance with Condtion 2 of 6 (Landscaping).

 

It was noted that comments had been made at the Open Meeting that advertisements had been placed in the Harrogate Advertiser for the use of equestrian/livery facilities at Beechfield Farm; this is in contravention of planning conditions. The Parish Clerk to confirm this breach to the Planning Department.

 

13. Councillors Questions: None

14. Any Other Business:

Horse muck: At the Open Meeting a number of parishioners had reported that it was not only unacceptable for horses to be exercised on the public footpaths but horse muck was being deposited, making it difficult for pedestrians, particularly on Otley Road. The Parish Council agreed to communicate these concerns to the owners of nearby livery facilities (Beavers and Pennine View Farm).
