MINUTES OF THE MEETING HELD ON WEDNESDAY 7th MAY 2008

The meeting commenced at 20:00

 

1.    Apologies:

2.    Urgent Business:  
The Chairman welcomed PCSOs Wilson and Arthur who were invited to provide an update on their activities.

The PCSOs are based at Ripon and cover a wide rural area from Markington to
Pateley Bridge, including villages such as Beckwithshaw. 
The PCSOs work alongside the Community Police Officer and attend schools and local meetings to identify, highlight and discuss Community based issues.  The PCSOs said they were happy to visit parishioners to try and resolve identified issues.

Due to the size of the area for which they are responsible, transport has been an issue but has been partially resolved by the loan of a car by Batchelor’s of Ripon.  Usage of this car is being monitored and if proven to be viable under the “Safer Neighbourhood Policing” initiative, North Yorkshire Police will hopefully provide a budget for the supply and maintenance of a vehicle for sole use by the PCSOs.

It was agreed that the PCSO Wilson would be included in the circulation of the agendas and minutes of the Parish Council Meetings.

The Parish Clerk will provide contact details to ensure that the Parish is included in the circulation for information re: NYCS.

5.    County Councillor’s report:
The refurbishment of Harrogate Library was reported to be at the consultation stage following agreement of funding of £3.5 million and will remain in the current location.

Feasibility assessments are still being undertaken to identify a new waste site for
Harrogate.

6.    District Councillor’s report:
The Chairman congratulated DCllr Grange on his re-election.

DCllr Grange confirmed the election results with Liberal Democrats winning 21 seats, Conservatives 27 and Independents 6.
With the exception of
Pateley Bridge, all the rural seats had been won by Conservatives.

DCllr Grange said that in addition to the Local Development Framework proposal, one of the biggest initiatives which would impact
Harrogate is the Leeds City Region initiative, in which Harrogate District could sign up to the West Yorkshire Metro Transport Authority and this in turn could result in cheaper rail travel.  The Leeds City Region initiative is Government sponsored and central government funding could be made available to upgrade the A1. 

7.    Highway signs:
The Parish Clerk confirmed that the request had been logged and work numbers allocated; unfortunately, Highways could not confirm when the work would be done.  

8.    Finance:
The bank statements for the year end (
31st March 2008) were reported to the Council.

·        The year-end accounts were presented to the Parish Council by the Parish Clerk.

·        The Financial statement, to be sent to the Audit Commission, was reviewed and signed off on behalf of the Parish Council by the Chairman and Parish Clerk.

·        It was agreed that because of his relationship with the Parish Clerk (spouse) that Cllr Naylor would not be a bank account signatory. Details of all signatories are to be provided for update by the Bank. Cllr Mrs Wilson and the Parish Clerk will be new signatories and will be required to provide the bank with identification (passport/driving licence and utility bill etc.): Parish Clerk to co.-ordinate.

·        The salary of £345.50 for the Parish Clerk covering January to March is due and payment was proposed by Cllr Mrs Cann and seconded by Cllr Clarke.

·        The revised insurance renewal documentation has been received from Allianz Insurance and included an increase in premium which is now £428.08. Immediate payment was proposed by Cllr Galloway and seconded by Cllr Mrs Cann.
The Parish Clerk confirmed that public liability cover was included but was subject to a weekly inspection of the Copse – Cllr Mrs Cann agreed to undertake this task.


·        The renewal subscription of £59 for the Society of Local Clerks and Councillors is due for payment – payment was proposed by Cllr Galloway and seconded by Cllr Mrs Cann.

·         Mrs J Nevett provided an invoice of £155.10 for the siting of the new bench by The Gardenmakers - payment was proposed by Cllr Galloway and seconded by Cllr Mrs Cann.

·        Cllr Mrs Cann said that the recent litter pick covering the parish had been a success and 23 volunteers had collected 68 bags of rubbish. Refreshments had been provided and a detailed invoice of £15.90 was submitted – payment proposed by Cllr Galloway and seconded by Cllr Clarke.  However, payment will be delayed until the cheque signatory list is updated.

·        The annual SLCC Regional Conference is to be held in Harrogate on 12th June at a cost of £45+VAT for one candidate.  Cllr Galloway proposed that the Parish Clerk attend and was seconded by Cllr Mrs Wilson.

·        A request has been received for a donation towards the administration costs associated with the annual Beckwithshaw Village Flower and Produce Show to be held in September. Concern was expressed that if a donation was made that it should not set a precedent for other Village clubs/societies and it was agreed that all future requests will be considered on individual merit. Given that the request was for a Village function and would be attended by many parishioners, it was proposed by Cllr Mrs Cann that a contribution of £100 be made and seconded by Cllr Clarke; the Parish Clerk to advise  the organisers that because the contribution is from public funds none of the monies could be used towards prize money/gifts. 

 

9.    Correspondence:

  • A request had been made by the Yorkshire Local Councils Associations for the election of two parish council representatives to the joint advisory committee covering Nidderdale AONB.  It was agreed that due to other commitments, no representations would be submitted by the Parish Council.
  • Guidance notes for the use of Household Waste Recycling Centres have been provided by NYCC Business and Environmental Services.
     

10.  CAP Meeting:
CAP meeting not held.

 

11.  Update on the Copse:
Removal of ivy from the walls surrounding the Copse highlighted that the walls need pointing; Cllr Mrs Cann agreed to obtain quotes for this work.

 

12.  Parish verges:
An alternative quote has been received from Bedford Mowers but was not as competitive as that provided by Hesseldens.  It was unanimously agreed that the contract be offered to Hesseldens - Cllr Galloway will contact them to confirm and request that they start with immediate effect.

 

13.  Village Emergency Plan:
On-going


 

14.  Website:
No issues with the web-site although it is to be updated with details of retiring and new Parish Councillors.  Contact details of each councillor are held on the web-site and it was suggested that too much detail was provided – it was agreed that this would be discussed at the next meeting. 

15. Planning Matters:

Planning decisions refused:

Planning application withdrawn:

Planning permission granted:

·      Retrospective listed building consent to convert the basement to a flat at Moor Park, Beckwithshaw. 6.120.29.AI.LB.

·      Erection of single storey extension and conversion of stores to form living accommodation at Shawfield Farm, Beckwithshaw HG3 1RA. 6.120.66.C.FUL

 

6.120.116.TPO 08/01582/TPO

Felling of 1 Beech and  crown lifting of 2 Horse Chestnuts covered under Tree Preservation Order 2/1975 – Garden Cottage, Moor Park, Beckwithshaw (Mr J Harrison).

The Parish Council has no objections.

6.120.7.1.FUL 08/01097/FUL

Alterations to approved scheme 6.120.7.G.FUL to include single storey link extension, boundary wall and basement to garage. – Woodside farm, Otley Road, Beckwithshaw, Harrogate, North Yorkshire HG3 1QL(Mr A Hillas).

The Parish Council objected to this application for the following reasons:

·      The high massing of the proposed boundary wall will be visually obstrusive in an open countryside setting.

·      The proposed single storey link extension will enclose an open aspect which has already been approved by Planning.

6.120.98.B.PNAFUL 08/01484/PNAFUL

Erection of detached agricultural storage building at Hill Top Lane, Pannal. (Mr J Lawson Brown.)

The Parish Council objected to this application for the following reason:

Lack of  justification for an isolated agricultural building in the countryside.

Local Development Framework Strategy:
Cllr Clarke provided a schedule of the meetings re: the LDFS and will provide an update at the next meeting.
