MINUTES OF THE MEETING HELD ON Tuesday 11th May 2010

 

Location:        The Village Hall, Beckwithshaw

 

Present:         Councillors – Cllr M Clarke, Cllr I Galloway (Chair), Cllr D Naylor, Cllr Mrs K Wilson, DCllr R Grange.

Parish Clerk – Mrs J Naylor.

 

The Parish Council meeting commenced at 7:58pm

 

1.   Apologies: Cllr Mrs J Cann, Cllr Mrs J Ryder, CCllr J Fort.

 

2.    Urgent Business:
Parish Councillor resignation:
A letter of resignation as a Parish Councillor had been received from Mrs Jean Cann. It was agreed that the process of appointing a replacement should be initiated and the Parish Clerk was asked to contact Peter Jordan, Head of Legal and Democratic Services to establish the correct procedure/process to follow.

Cllr Mrs Wilson proposed that the vacancy for a Parish Councillor should be included in the next Church Magazine; the proposal was seconded by Cllr Galloway. The Parish Clerk to confirm details for the June edition.

3.    Public arrangements (Questions, E-mails etc.): The Parish Clerk reported that an e-mail had been received from the Management Committee at Moor Park requesting urgent repairs to the Parish Notice Board at Moor Park. The Parish Clerk reported that repairs were also required to Parish Notice Board at Beckwith Head as only one side is accessible for the display of notices. Cllr Galloway proposed that a sum of £100 be used for remedial work; the proposal was seconded by Cllr Mrs Wilson. Cllr Galloway agreed to progress the necessary work.

4.      Minutes of the meeting held on 6th April 2010: The Minutes from the Parish Council Meeting and the Open Meeting were approved by Cllr Galloway and seconded by  Cllr Naylor.

Matters arising:
Open Meeting:  Cllr Mrs Wilson pointed out that the Parish Newsletter had stated that the plans for the proposed new waste site at
Penny Pot Lane would be displayed at the meeting but this had not been done although they had been circulated to interested parishioners.  

5.     County Councillor’s Report: None.

 

6.     District Councillor’s Report: DCllr Grange reported that:

·       Grates and man-hole covers were still missing from the sides of roads creating a danger to vehicles and pedestrians particularly on Norwood Lane near to Stainburn Forest.

·       In the recent local elections the Conservatives had a majority in Harrogate Borough Council.



7.     Highways:

The draft Road Safety Survey prepared by Cllr Naylor had been circulated prior to the meeting for review. Cllr Mrs Wilson proposed that the survey be approved and circulated to all Parishioners for completion. The proposal was seconded by Cllr Galloway.

It was agreed that the survey should not be restricted to one per household but could be completed by any parishioner who was on the electoral register. It was also agreed that the survey should also be made available to parents of children attending Beckwithshaw School; Cllr Mrs Wilson agreed to liaise with the school and arrange for the survey to be issued to parents with the next school newsletter. 

All surveys to be completed and returned to the Parish Clerk by Wednesday 26th May.

Cllr Mrs Wilson said that the 30mph sign on the approach from
Penny Pot Lane into Beckwithshaw appeared to be sited too close to the roundabout/junction and consideration should be given to re-siting it before the entrance to Moor Park. It was understood that speed limit signs should be located before residential areas and that this sign was erected before the development at Moor Park. The Parish Clerk will contact Highways and request the re-siting of the sign.

8.     Finance:
The bank balances at 11th May were reported to the Parish Council:

·       The salary of £345.50 for the Parish Clerk covering January to March was due: payment was proposed by Cllr Galloway and seconded by Cllr Mrs Wilson.

·       The Parish Clerk reported that the insurance renewal premium of £480.52 covering the Parish Council was now due; the premium had increased by £32.51.  Payment was unanimously approved; it was confirmed that insurance covering Parish Councils is a specialised area and that only two insurance companies could provide the appropriate cover (Zurich and Allianz). Cllr Clarke proposed that, in future, quotes should be obtained from both companies; the proposal was seconded by Cllr Naylor.  

·       The year-end accounts (2009/2010) were presented to the Parish Council by the Parish Clerk; it was reported that they had been independently reviewed and signed-off by Mrs S MacEwan.

·       The Financial Statement (2009/2010), to be sent to the Audit Commission, was reviewed and signed off by the Chairman and Parish Clerk on behalf of the Parish Council.

·       The Parish Clerk reported that Mr Sean Wright (Systems and Information Officer for Commuted Sums) had confirmed that the following sums were available for remedial work to the car park adjacent to the Village Hall:
Outside Sports      £2499.60
Village Halls        £6363.97
Mr Wright had also explained that commuted sums could not be used for verge maintenance.




9.    Correspondence:

Speed Training – Emergency equipment: At the recent event attended by Cllrs Galloway and Naylor and the Parish Clerk, Harrogate Borough Council had agreed to make portable sand bagging equipment available to local parishes together with shovels, first aid kits and high visibility jackets for use in the event of an emergency. Harrogate Borough Council had confirmed that this was now available for delivery. It was agreed that in the event of an emergency the equipment should be held centrally and that the ideal location would be in the Village Hall as this was the designated Village Emergency Centre. The Parish Clerk to write to the Central Committee - Village Hall, for agreement to this proposal.

The Parish Clerk reported that at the speed training event, Harrogate Borough Council had agreed that First Aid Training would also be made available to volunteers upon request.

Parish Charter:  Details of this proposal, from North Yorkshire County Council, had been received and it was agreed that it was not appropriate for the Parish as there were inadequate resources to comply with the proposal. However, the Parish should be included in the circulation list for future developments.

 

North Yorkshire Minerals and Development Framework: The document/strategy had been reviewed by Cllr Galloway who reported that there were no mineral deposits of significance in the Parish and consequently no further action would be required.

10.  CAP (Community and Policing) Meeting:
The next meeting is to be held on Wednesday 2nd June at Beckwithshaw Village Hall.  
A Parish Newsletter will be issued confirming details and it was agreed that the Road Safety Survey should be included in the distribution.

11.  Update on the Copse: Cllr Mrs Wilson reported that:

·       Two of the recently planted trees had died but that two silver birch trees had been donated for planting in the Copse.

·       Mr Mark Nicholson had volunteered to tidy up the Copse and that Mr Bullock had also agreed to cut back the grass/weeds in the Copse.

·       Horticap had been asked to provide advice on suitable planting for the North Facing wall.

 

Cllr Galloway reported that arrangements had been made for the Harrogate Borough Council’s arboculturist, Mr Alan Gillyard, to inspect the trees in the Copse and to make suitable recommendations for planting and maintenance.

Cllr Mrs Wilson provided details of the Army Apprentices College and the Parish Clerk is to write and thank them for the assistance and work done by the apprentices in tidying the Copse.

 

12. Planning Matters:

6.120.65.I.FUL 10/01324/FUL – Erection of extension to west elevation of existing barn at Shaw Green, Beckwithshaw HG3 1RA (Ms S Stevenson).

The Parish Council had no objections.

6.120.65.J.FUL 10/01327/FUL – Erection of 16metre high wind turbine at Shaw Green, Beckwithshaw HG3 1RA (Ms S Stevenson).  
The Parish Council objected on the following planning grounds:

·       The development is considered to be inappropriate in a green belt area.

·       The siting of the wind turbine is considered strange – being in the shadow of trees which may effect it’s operation.

·       It is possible that the wind turbine will be visible from a wide area of the Parish.

 

Notices of decision of planning applications:
6.120.65.H.FUL – Erection of single storey side extension at Shaw Green Farm, Shaw Lane, Beckwithshaw HG3 1RA (Mr N Stevenson

Planning granted subject to conditions.

6.120.26.X.FUL – Installation of replacement generator set and LV switch room, extension of HV compound and siting of diesel tank at Covance Laboraties Ltd, Otley Road , Harrogate HG3 1PY (Covance).

Planning granted subject to conditions.

 

6.120.28.F.FUL – Conversion of barn to form stables and 1 dwelling on first floor, formation of riding arena and installation of package treatment plant at Shaw Green, Beckwithshaw HG3 1RA (Red Zebra Design).

Planning granted subject to conditions.

 

Planning Enforcements:  

6.120.57.I.FUL – Beechfield Farm, Beckwithshaw HG3 1QL. A complaint had been received re: alleged commercial use of stables. (Breach of Condtion 3).

 

10/00187/PR15Haverah Park Top, Watsons Lane, Norwood. A complaint has been received relating to the development of derelict barns without planning permission and the removal of a section of wall to facilitate access to the site.


09/00589/PR15
– Long Liberty Farm, Felliscliffe, Harrogate HG3 1SH. Creation of new road off Penny Pot Lane.  The outcome is that the land registry documents confirm that the improvements are to an existing track and consequently, no further action will be taken by the Local Planning Authority.

 

13. Councillors Questions: Cllr Clarke asked if the outcome of the recent General Election would have an impact on the proposals in the Local Development Framework (LDF); it was reported that decisions relating to the LDF would still be the responsibility of the respective local authorities.
