MINUTES OF THE MEETING HELD ON

The Parish Council
meeting commenced at
1. Apologies: Cllr Mrs J Cann, Cllr Mrs J Ryder, CCllr J Fort.
2. Urgent
Business: None.
Cllr Galloway thanked the Councillors for making the effort to attend the
meeting despite the adverse weather conditions.
Special Resolution to change the electoral title of the Parish from Pannal to
Beckwithshaw:
Cllr Galloway proposed that a Special Resolution be approved to change the
electoral title of the Parish from Pannal to Beckwithshaw. If the change is
approved, the Parish will continue to retain five elected councillors and with
Haverah Park remaining as a separate Parish in its own right with its own
Parish representative.
The proposal was seconded by Cllr Mrs Wilson.
A vote was taken on the resolution and passed unanimously.
3. Public
arrangements (Questions, E-mails etc.): None
4. Minutes of the meeting
held on 23rd November 2009: The Minutes
from the Parish Council Meeting were approved as a true record by Cllr Naylor
and seconded by Cllr Clarke.
5. County Councillor’s
report: Cllr Galloway reported that he had
contacted CCllr Fort to discuss the erection of the gate and style in the stone wall between land
owned by Meadow Barn and the Parish Council/North Yorkshire County
Council. CCllr Fort had confirmed that
the verge in question belonged to North Yorkshire County Council who would
investigate and pursue this matter.
6. District Councillor’s
report: DCllr Grange reported that due to
Government directives, steps had been taken to prioritise which roads would be
gritted during the current cold spell; whilst the majority of roads had been
snow ploughed, only major roads had been gritted. It was recognized that, under
the circumstances, Harrogate Borough Council had done a reasonable job in
ensuring traffic flow on major routes.
It was confirmed that the annual budget process had been initiated for
Harrogate Borough Councial and one of the recommendations had been to freeze
the budget for 2010-2011, although this had still to be approved by the full
Council in March.
7. Highways:
Cllr Naylor reported that he had received a response from Highways and that
they had agreed to install additional warning signage on the various approaches
to the Village. However, due to budgetary constraints, it had been confirmed
that the work would be scheduled for completion during the next financial year.
Cllr Mrs Wilson reported that due to the adverse weather conditions the
potholes, outside Crimple Head Farm, Norwood Lane had not been repaired and had
not been reported to Highways. It was agreed that this request should be
delayed until the snow had thawed as additional road repairs are likely to be
required.
8.
Finance:
The bank balances at 12th Janaury 2010 were reported to the Parish
Council:

· The Parish Clerk submitted a claim for £14.40
covering postage stamps (48 second class): payment was proposed by Cllr Mrs
Wilson and seconded by Cllr Galloway.
· The salary of £345.50 for the Parish Clerk
covering October to December was due and payment was proposed by Cllr Mrs
Wilson and seconded by Cllr Galloway.
Parish
Precept 2010-2011
The Parish Clerk confirmed that the precept request for the next financial year
had been submitted and acknowledged by Harrogate Borough Council.
9. Correspondence:
Nidderdale
Strategic Partnership (NSP): An
invitation to attend a buffet and an update of the work undertaken by the
Partnership had been received; unfortunately, the Councillors interested in the
Partnership were unable to attend. The Parish Clerk agreed to contact NSP and
ask for copies of the minutes.
10. CAP (Community and Policing) Meeting: Minutes of the meeting held on 23rd
November had been circulated to the Parish Councillors.
The next meeting which will incorporate an AGM is to be held on Wednesday 3rd
March 2010 (7:30pm) at Pateley Bridge Council Offices.
11. Update on the Copse:
Cllr Mrs Wilson reported that due to the adverse weather conditions, the two
planters had been covered by snow during the past few weeks; it was anticipated
that the weather would not have affected the plants as they were of hardy varieties.
It was also reported that the Army Apprentice College were returning to the
Village on 27th January 2010 to complete work at the Village School.
It was suggested that if they had the time, then they should be asked to clear
the Copse of the ivy which is becoming invasive and encroaching on to the
paths/ground. Cllr Mrs Wilson agreed to progress this request for
assistance.

Planning Matters:
6.119.18.FUL
09/04860/FUL - Erection of single storey rear extension and installation of one window
to first floor side elevation of existing cottage – 3 Springhill Cottages,
Beckwithshaw HG3 1TJ (Mr P Slater).
The Parish Council objected on the following
planning grounds:

Whilst
seeming to blend into the landscape, the proposal will dominate and be overbearing
on the existing listed cottage row.
·
The
proposal will be out of keeping with the historical country farm cottages
setting.
·
The
proposal is extensive and contrary to extensions in the countryside and greatly
exceeds the 50% development limit.
6.500.77.AN.FUL
09/04939/FUL - Formation of car park with the erection of security fencing, guard
house, access barrier and installation of CCTV and lighting – 4 Cardale Park,
Harrogate HG3 1RY (Vocalink Ltd).
The Parish Council objected on the following
planning grounds:

There
are concerns over amenity loss due to floodlighting which should be sympathetic
to neighbouring sites and properties.
6.120.28.G.FUL
09/05296/FUL – Erection of single storey rear and side extensions, first floor extension
to front and installation of two bay windows to front elevation – Shaw Green,
Beckwithshaw, Harrogate HG3 1RA (Mr N Stevenson)
The Parish Council had no objections.
Notices of decision of planning applications:
6.120.77.F.TPO - Felling of 4 Beech
trees, 3 Ash trees, 3 Oak trees, 1 Sycamore, 1 Lime, 1 Whitebeam and 1 Hawthorn
tree within area A1 of TPO 02/1975 – East Lodge, Beckwithshaw, Harrogate HG3
1QN (Mr D Scoffield).
Part approved
and part refused. Subject to agreed planting schemes and schedule.
6.120.56.D.FUL – Formation of new vehicle access and driveway at Hill Top House,
Hill Top Lane, Harrogate HG3 1QG (Mr & Mrs Sevi).
Grant planning permission subject to conditions.
Planning Enforcement – 09/00537/6 – The Squinting Cat, Whinney Lane, Harrogate HG3 1QE. Enforcement
reported that possible breaches relating to works to trees and the number of
signs displayed had been investigated. The trees to the front of the car park
are not covered by a Tree Preservation Order (TPO) and no action can be taken
although a TPO is in place covering the trees to the North of The Squinting Cat
adjacent to Summerbeck House. The unauthorized pole signs had been removed.
Construction of the Household Waste Recycling Centre on Penny Pot Lane; It was reported that the concerns of the Parish had been reported to and taken into consideration by the Planning Regulatory Functions Committee. 15. Councillors Questions:
Councillors were reminded that the Parish Consultation meeting would be
held on 26th January 2010 at Conyngham Hall, Knaresborough.
Cllr Clarke said that the following item should be included on the Agenda "The Parish has
concerns relating to the co-ordination of key issues between the North Yorkshire
County Council and Harrogate Borough Council specifically with matters relating
to the proposed infrastructure of the Local Development Framework (LDF); this
relates specifically to the proposal for Otley Road".
The Parish Clerk agreed to contact Member Services and facilitate the
inclusion of this item in the agenda.
