MINUTES OF THE MEETING HELD ON

An inspection of the
Copse was undertaken by the Councillors and it was noted that the area had
become rather overgrown with weeds and nettles; the following work was
identified:

party required to tidy up the Copse (weed, remove nettles and sweep up etc.).
In addition it was
reported that the branches of trees which overhang the public footpath on

A parishioner, Mr C Hargrave, was welcomed to the meeting.

2. Urgent
Business:
Parish Councillor resignation: The Parish Clerk
confirmed that a notice had been placed on the Parish Notice Board on behalf of
Harrogate Borough Council. The notice stated that an election for a new Parish
Councillor would only be held if more than ten formal requests for an election were
received by
The Parish Clerk confirmed that details of the vacancy had been included in the
June edition of LINK.
It was agreed that the question of a replacement Parish Councillor should be
included as an agenda item for the next meeting.
Parish mailing list: The Parish Clerk
reported that following the recent circulation of the Parish Newsletter and
Traffic Safety Survey, it had been highlighted, by several parishioners, that
the mailing list was incorrect and needed updating. Cllr Galloway agreed to
update the list from the latest electoral register but confirmed that due to
the Data Protection Act personal details could not be divulged but, if
required, were available from the electoral roll which is available to the public.
3. Public
arrangements (Questions, E-mails etc.): The Parish
Clerk reported that e-mails had been received from Mr C Hargrave and Ms J Nevett
expressing an interest in the vacancy for a Parish Councillor.
4. Minutes of the meeting

Matters arising:
The Parish Clerk confirmed that a letter had been sent the Secretary of the
Central Committee (Village Hall) requesting storage facilities for the
emergency equipment for the Village.
The Parish Clerk reported that work had been initiated on the repairs to the
notice boards at

6. District Councillor’s Report: DCllr Grange reported that:

New developments relating to
the Local Development Framework strategy indicate that because Beckwithshaw is
rated as “C” category, the strategy will have no impact on the village.

It was confirmed that both
District Cllr Grange and Cllr Galloway had been elected to the Full Planning
Committee and that District Cllr Grange had been elected as Vice Chairman.

Following the General Election
it was reported that the future of Public Finances had still to be confirmed
but it was anticipated that there would be a freeze on allowances from the
Government and it was unlikely that there would be an increase for at least
three years. However, it was also reported that local Council taxes would not
be allowed to be increased and that this situation would place constraints on
council services and in particular staffing.
7. Highways:
The results of the Road Safety Survey were circulated and discussed.
The Parish Clerk reported that eighty surveys had been completed and returned
and that sixty-two of them were from parishioners. The results indicated that
the most favoured measures to improve road safety in Beckwithshaw were:
1. Install a 30mph electronic warning sign (similar to those at Killinghall).
2. Impose a 20mph speed limit through the village.
3. Establish a mini-roundabout at the junction of
In discussions with County Cllr Fort, it had been indicated that the most cost
effective, quickest and easiest option would be the mini-roundabout option.
However, it was agreed to investigate the feasibility of installing a 30mph
electronic warning sign as it had been the most supported option. The Parish
Clerk to write to the Fire and Services Department to request their
input/assistance.
Mr Hargrave commented that an inspection appeared to have recently been
undertaken by Highways Department who had suggested that widening the footpaths
may improve safety; however, the logistics and financial costs of this proposal
may make it an impractical solution.
The Parish Clerk reported that the results of the survey would be placed
on the notice boards and included on the website.
In discussions on the results of the survey the following additional
points were made:

mini-roundabout and the roundabout itself were becoming obliterated and needed
re-painting.
· The roundabout and 30mph signs were being
covered by foliage.
The Parish Clerk will contact Highways and request that these issues are
resolved.

· The Parish Clerk submitted a claim for £75.11
covering photocopying (Parish Newsletter and Traffic Survey), postage, ink
cartridge and stationery: payment was proposed by Cllr Galloway and seconded by
Cllr Mrs Ryder.
· The Parish Clerk reported that a request had
been made to Mr Sean Wright (Systems and Information Officer for Commuted Sums)
for re-imbursement of the costs for the remedial work to the car park adjacent
to the Village Hall. Cllr Galloway said that unfortunately, only two quotes had
been submitted for the work and that three were required. In addition, the work
had already been completed before submission of the quotes and consequently,
the costs could not be reimbursed.
9. Correspondence:
Commuted Sums Training: A course was to be held on Thursday 17th
June and details had been circulated to the councillors. Cllr Galloway
confirmed that he would attend on behalf of the Parish Council.
Horse muck: The Parish Clerk reported that a response had been received from the
owners of Beaver Horse Shop stating that the footpaths were only used by horses
and riders to protect their safety from speeding and inconsiderate drivers.
Nidderdale Strategic Partnership: A request had been made for representatives to
attend the meetings. It was agreed that whilst it would be useful to attend,
the timing of the meetings made it difficult for attendance. The Parish Clerk
to write and request that the Parish be included in the circulation list for
minutes etc.
Consultation on
10. CAP (Community and Policing) Meeting:
The meeting held on Wednesday 2nd June at Beckwithshaw Village Hall
was attended by both members of the Parish as well as representatives from the
Police and Fire Services.
A newsletter was circulated for information and it was agreed to post copies on
the parish notice boards.
11. Update on the Copse:
Cllr Galloway reported that Mr Alan Gilleard,
the arboculturist from Harrogate Borough Council had inspected the trees
in the Copse on 14th June and given them a clean bill of health
subject to remedial work on the Beech tree near to the road which requires
trimming. It was also noted that the bark on the tree was occluded which will necessitate
its removal in the future.
It was
also confirmed that although some of the trees in the Copse have Tree
Preservations Orders on them, they would need to be reviewed and assessed every
five years.
Cllrs Galloway and Naylor volunteered to tidy the Copse on Monday 21st
June at

Website: The Parish Clerk
reported that there had been problems with sending e-mails to the
website
and that following several telephone conversations with Streamline these had
now been resolved. It was confirmed that the problems had only lasted over a
period of three/four days.

Planning Matters:

10/01884/LB – Listed building application for the erection of rear conservatory and
front porch at Upcroft House, Moor Park, Beckwithshaw HG3 1QN (Mrs H Kendal
Greene).
Cllr Naylor declared an interest as he is a
director of Moor Park Management Ltd.
The Parish Council objected on the planning
grounds as follows:
Notices of decision of planning applications:
6.120.65.I.FUL – Erection of single
storey side extension at Shaw Green Farm,
Planning
granted subject to conditions.

– Erection
of 16meter high wind turbine at Shaw Green Farm,
Planning permission refused.
Planning Enforcements:
6.120.57.I.FUL –
Beechfield Farm, Beckwithshaw HG3 1QL. A complaint had been received re: alleged
commercial use of stables. (Breach of Condtion 3). Harrogate Borough Council visited the site on
22nd April and could find no evidence of commercial use.
The Parish
Clerk confirmed that a formal letter of complaint had been received from a
parishioner reporting the use of the premises as a commercial enterprise. It
was agreed to investigate this allegation further and submit findings, if any,
to Harrogate Borough Council for further review. The Parish Clerk to confirm
the action to the parishioner.
