Matters arising:
Credit Union: Cllr Galloway reported
that a meeting relating to the proposed credit union scheme was to be held on
23rd October. A credit union
had already been set up for
Dragongate Festival: The Parish
Clerk confirmed that a letter had been sent to the Licensing Committee relating
to alleged breaches of conditions by the organizers and a response is awaited.

report: None
7. Highways:
Cllr Naylor reported that, despite numerous chase-ups, he was still waiting for
a response from Highways relating to speeding issues effecting the Village;
apparently the delays are due to the continuing re-structuring of the Highways
Department. Cllr Galloway said that the police had been seen on several
occasions using a radar gun to monitor speeding through the Village.
It was agreed, that in the short-term, a cost effective solution would be to attempt
to have the 30mph speed restriction signs re-located to

· The Parish Clerk submitted an invoice for
£247.25 relating to the grass cutting of the main village verges by Mr Iain
Bullock: payment was proposed by Cllr Mrs Ryder and seconded by Cllr Mrs
Wilson.
· The salary of £345.50 for the Parish Clerk
covering June to September was due and payment was proposed by Cllr Galloway
and seconded by Cllr Mrs Ryder.
· The Parish Clerk confirmed that an application
for 2010-2011 precept had been received. It was agreed to discuss this at the
next Parish Council Meeting; the Parish Clerk will provide a summary of current
and proposed expenditure for 2009-2010 prior to the meeting.
9. Correspondence:
Questionnaire
re: Annual Council Budget: A
questionnaire had been received concerning Harrogate Borough Council’s annual
budget for 2010-2011; the questionnaire was discussed and completed.
Parish
Electoral Details; The Parish
Clerk confirmed that a response had been received from the Head of Legal and
Democratic Services concerning the change of electoral details to reflect the
Parish only. The response indicated that a change could be made but required
confirmation of the Parish requirements. It was unanimously agreed that the
Parish Council election papers should relate only to the Parish of Haverah Park
with Beckwithshaw Council Elections and not Pannal: the Parish Clerk to confirm
requirements to the Head of Legal and Democratic Services.
10. CAP (Community and Policing) Meeting: Cllr Galloway confirmed that the next meeting will
be held on

11. Update on the Copse:
Cllr Mrs Wilson reported that she had reviewed the planting list and identified
a number which could be planted in the Copse. It was proposed, by Cllr
Galloway, that the plants be purchased (to the value of £50) and re-imbursement
made to Cllr Wilson, the proposal was seconded by Cllr Mrs Ryder.
Cllr Mrs Wilson also agreed to try to get volunteers to set up a working party
to tidy up the Copse and undertake the planting.
Cllr Galloway confirmed that he had spoken to the Harrogate Borough Council’s
arborculturalist, Mr Alan Gillyard and he had indicated that he would be
willing to inspect the Copse, in Spring 2010, and make recommendations on any
work required to the trees.
Cllr Galloway reported that daffodil bulbs were ready for collection and would
distribute them for use in the Parish.
12. Website: The Parish Clerk reported that there had been no issues with the
website.
13. Encroachment
on
Cllr Galloway reported that CCllr Fort had been made aware of the circumstances
and was investigating the position since there was a potential impact on
Highways. It was also confirmed that a review of Land Registry documentation had
verified that the land had been transferred to the Parish on
In order to progress the matter, Cllr Galloway agreed to contact Harrogate
Borough Council Planning Department and request that they provide
clarification/advice on whether the gaps created in the wall were an encroachment
on Parish land and whether planning regulations had been contravened. If the
response from Harrogate Borough Council is not favourable, then the Parish
Council may need to contact a solicitor for a legal opinion.

Planning Matters:
6.120.67.H.FUL, 09/03468/FUL – Conversion of attached barn to form additional living
accommodation and alterations to vehicular access at Beckwith Farm,
The Parish Council had no objections.
6.120.19.G.FUL, 09/03588/FUL – Conversion of mistal to form one detached dwelling and installation
of new package treatment plant at Higher Shaw Farm, Beckwithshaw (Mr & Mrs Butler).
The Parish Council had no objections.
6.120.28.F.FUL 09/02790/FUL – Conversion of barn to form stables and one dwelling on first
floor, formation of riding arena and installation of package treatment plant at
Shaw Green, Beckwithshaw, Harrogate HG3 1RA (Red Zebra Design Ltd.).
The Parish Council objected on the following grounds:
- The proposed development is out of keeping with the character of the
landscape.
- The area planned for the ménage is adjacent to the road and will have an
adverse
and visual impact on the surrounding
area/road.
6.119.17.A.FUL, 09/03647/FUL – Erection of a 15m high 6kw wind turbine (revised scheme) at land comprising grid reference 423362 453623 (Yorkshire Water).
The Parish Council had no objections.
6.120.29.AJ.TPO , 09/03831/TPO – Crown, clean and thin one Beech tree and remove branch of one
Chestnut tree at Moor Park, Beckwithshaw, North Yorkshire (Mr Hullah).
The Parish Council had no objections
Notices of decision of planning applications:
6.120.77.E.FUL – Erection of rear conservatory at
East Lodge, Beckwithshaw HG3 1QN (Mr Scoffield).
Grant planning permission subject to conditions.
6.120.94.B.PNAFUL – Erection of agricultural building at Blue Coat Farm, Lady Lane, Lund House Green , Harrogate HG3 1QD (Mr Ruddock).
Grant approval subject to conditions.
Planning Enforcement – 6.120.57.I.FUL – Retention of detached stables, loose boxes and clamp and erection
of tractor shed and formation of riding arena at Beechfield Fram, Beckwithshaw
HG3 1QL (Mr M Scott). The Parish Clerk reported that a response had been
received from the Chief Planning Enforcement Officer confirming that details of
the alleged breach had been forwarded, for comment, to the planning officer who
had originally dealt with the planning application. It was agreed that this
response was unsatisfactory and should have been dealt with by Enforcement
since the development contravened the original planning conditions; the Parish
Clerk to write to Enforcement requesting them to properly investigate the
alleged breach
Local Development Framework: Cllrs Galloway and Clark reported that they had formally responded
to The Sites and Policies Development Plan Document relating to the allocation
of sites for the proposed LDF.
