MINUTES OF THE MEETING HELD ON Tuesday 23rd November 2009

 

Location:        The Village Hall, Beckwithshaw

 

Present:         Councillors – Cllr Mrs J Cann, Cllr M Clarke, Cllr I Galloway (Chair), Cllr D Naylor, Cllr Mrs K Wilson.

Parish Clerk – Mrs J Naylor.

 

The Parish Council meeting commenced at 8:00pm

 

1.   Apologies: Cllr Mrs J Ryder, CCllr J Fort, DCllr R Grange.

 

2.    Urgent Business: None.

 

3.    Public arrangements (Questions, E-mails etc.): Knab Ridge Wind Farm Community Fund had e-mailed brief details of the fund – full details are available on their website www.ynycf.org.uk.

 

4.      Minutes of the meeting held on 20th October 2009: The minutes from the Parish Council meeting were approved by Cllr Galloway and seconded by Cllr Mrs Wilson.
Matters arising:
6.120.28.F.FUL 09/02790/FUL – Conversion of barn to form stables and one dwelling on first floor, formation of riding arena and installation of package treatment plant at Shaw Green, Beckwithshaw, Harrogate HG3 1RA (Red Zebra Design Ltd.): it was confirmed that the objections raised by the Parish Council related only to siting of the ménage and not to the development relating to the barn itself.

7.     Highways:
Cllr Naylor reported that he had again written to Highways about the speeding issues effecting the Village and had included CCllr Fort in the circulation. A standard notification had been received from Highways stating that a full response would be issued within 20 days.

Cllr Mrs Wilson reported that the potholes, outside Crimple Head Farm,
Norwood Lane had still to be repaired. It was agreed that action may be more likely if more pressure was placed on Highways and it was agreed that Cllr Mrs Wilson would also contact them to try and determine when the repairs would be undertaken.

It was also reported that the
gate and style in the stone wall between land owned by Meadow Barn and the Parish Council had now been removed and that North Yorkshire County Council were investigating the issue.

 

 

8.     Finance:
The bank balances at
23rd November 2009 were reported to the Parish Council:

·     The Parish Clerk submitted a claim for £26.00 covering ink cartridges and stationery: payment was proposed by Cllr Galloway and seconded by Cllr Clarke.

Parish Precept 2010-2011
The Parish Clerk provided details of the anticipated expenditure for 2009-2010 and the proposed precept for 2010-2011. The proposed precept request of £2665 was discussed and the following comments made:

·     The proposed precept represents an increase of 2.5% on last year’s submission (£2625) and is based on invoices paid to date. Cllr Galloway stated that due the current economic climate, the maximum increase that could be considered was 1.5%.

·     The Parish Clerk confirmed that no provision had been made for an increase in her wages and that, given the economic situation, once again an increase would not be expected and this situation was reflected in the precept.

·     It was agreed to reduce expenditure on:
- Copse Maintenance from £200 to £100
- Stationey and postage from £200 to £100
- Expenses and miscellaneous from £108 to to £55
A provision of £250 to be made for grass cutting.

·     Once these changes had been incorporated, the precept request would be £2662 equating to an overall increase of 1.4%.

Agreement to the precept figures, subject to the changes, was proposed by Cllr Mrs Cann and seconded by Cllr Mrs Wilson.

9.    Correspondence:

North Yorkshire Police: A request to recruit local volunteers to compile Neighbourhood Profile Guides had been received; it was agreed to post the request on the website.
North Yorkshire County Council: Details of the Council Plan and budget consultation 2010/11 had been received and a summary provided.

10.  CAP (Community and Policing) Meeting: Cllr Galloway confirmed that the next meeting was to be held on 25th November 2009 at Darley. Unfortunately, there would be no Parish presentation at the meeting and the Parish Clerk agreed to send apologies.
 

11.  Update on the Copse: Cllr Mrs Wilson reported that two planters had been placed in the Copse.

It was also reported that the
Army Apprentice College had contacted the Parish and that the apprentices would be available for a morning, as part of their training, to undertake clearance and tidying up work in the Village. It was proposed by Cllr Mrs Wilson that a request be made for assistance in clearing the Copse; the proposal was seconded by Cllr Naylor.

 

12.  Website: The Parish Clerk reported that there had been no issues with the website and it was agreed to remove this item from future agendas.

13. Planning Matters:

6.120.77.F.TPO 09/04301/TPO - Felling of 4 Beech trees, 3 Ash trees, 3 Oak trees, 1 Sycamore, 1 Lime, 1 Whitebeam and 1 Hawthorn tree within area A1 of TPO 02/1975 – East Lodge, Beckwithshaw, Harrogate HG3 1QN (Mr D Scoffield)

The Parish Council objected on the following grounds:

- The planting of the suggested species is foreign to the local environment.
- There is concern at the high level of fire damage caused to the existing trees.
- The application refers to the erection of a dry stone wall; the Parish Council are not aware that a
   planning application has been submitted for this work.

 

Notices of decision of planning applications:
6.120.67.H.FUL
– Conversion of barn at Beckwith Barn, Beckwith, HG3 1QQ (Mrs Harris).

Grant planning permission subject to conditions.

6.120.19.G.FUL – Conversion of mistal to form detached building at Higher Shaw Farm, Beckwithshaw (Mr & Mrs Butler).

Grant approval subject to conditions

6.120.29.AJ.TPO – Crown and thin trees at Moor Park, Beckwithshaw (Mr Hullah).

Part approval subject to conditions.

 

Planning Enforcement – 09/00537/6 – The Squinting Cat, Whinney Lane, Harrogate HG3 1QE. Enforcement reported that possible breaches relating to works to trees and the number of signs displayed were being investigated.

Dragongate Festival, Bluecoat Wood Meadow, Otley Road, Harrogate: A response to the complaints submitted relating to the event had been received from the Licensing Office. It was confirmed that a report consolidating various breaches reported had been prepared and submitted to the organisers for their consideration and that the Licensing Authority are reviewing the situation to ensure the most appropriate means of enforcement is taken.

 

15. Councillors Questions:

Councillors were reminded that the Parish Consultation meeting would be held on 26th January 2010 and that any questions had to be submitted in advance
Cllr Clarke said that issues relating to the Local Development Framework (LDF) should be raised and in particular, concerns relating to the co-ordination of key issues between the North Yorkshire County Council and Harrogate Borough Council specifically with matters relating to the proposed infrastructure of the LDF.
