2. Urgent Business: The Parish Clerk reported that since the last meeting, Ms Philippa
Curran, Broadway Malyan (Architecture Urbanism Design) had contacted her to
arrange an initial meeting to discuss the potential involvement of her company
in the proposed development of land to the South West of Cardale Park. The
Parish Council had agreed to invite Ms Curran for her to provide a brief
presentation prior to the meeting, however, Ms Curran indicated that she could
not attend and sent her apologies.
Cllr Clarke pointed out that Broadway Malyan appear to be involved in the LDF
since they had already produced and distributed glossy brochures outlining
their input to the process. It was agreed that this was premature given that a
decision has still to be made on the various proposals.
3. Public arrangements
(Questions, E-mails etc.): The Parish Clerk
reported that Mrs J Hayton, Braithwaite Farm, Beckwith had contacted her to
request the provision of two grit bins at both ends of Beckwith (Between
Beckwith Head Road and Lady Lane).
It was agreed that request would be considered subject to the location of the
grit bins meeting criteria set by Highways and also the availability of
sufficient funds in commuted sums to meet the cost. Cllr Galloway had already
agreed to contact Highways to look into the feasibility of this.
The Parish Clerk was requested to write to Mrs Hayton to confirm the proposed
action.
4. Minutes of the meeting
held on
Matters arising:
Shaw Green Farm: The Parish Clerk reported that the Chief Planning
Enforcement Officer had acknowledged receipt of the request to investigate the
erection of the concrete bollards to determine if there had been a breach of
the original planning application.
Collect
and drop library facility: Cllr
Mrs Wilson reported that a response was still awaited from NYCC.

6. District Councillor’s Report:
DCllr Grange reported that the new waste facility
at
DCllr Grange also reported that the theft of metal was becoming a problem for
the County especially since roadside grates were now being targeted by thieves.
The solution would be to replace them with plastic ones but this may not be
feasible due to current budgetary constraints.
7. Highways:
The Parish Clerk confirmed that the issues relating to the footpath
between The Granary,
Highways also reported that the inspector had visited
the site of the footpath and confirmed that the overhanging foliage on the
footpath would be trimmed but that the removal of any vegetation overgrowing
onto the footpath would regrettably be of low priority due to limited funding
which has to be directed to more urgent issues within the County.

· The net salary of £276.50 for the Parish Clerk
covering July to September was due and payment was proposed by Cllr Mrs Wilson
and seconded by Cllr Mrs Ryder.
· The PAYE (NI and Tax) of £69.00 for the Parish
Clerk covering July to September had been paid.
· Precept – The Parish Clerk confirmed that final
instalment of the precept for 2010-2011 (£1356) had been credited to the
Community Account.
The Parish Clerk reported that documentation for the submission of the 2011-
2012 precept had been received and that she would prepare a draft submission
for review and ratification at the next Parish Council meeting.
· The Parish Clerk submitted a claim for £54.96
covering photocopying, postage and envelopes for the recent Parish Newsletter:
payment was proposed by Cllr Mrs Wilson and seconded by Cllr Mrs Ryder.
· The Parish Clerk reported that an invoice for
grass cutting during the summer months had still to be received from Mr I
Bullock. Cllr Mrs Wilson said that it appeared that Mr Bullock had only cut the
grass once and that Highways had cut the grass on the other occasions. Cllr Mrs
Wilson agreed to contact Mr Bullock to request an invoice for the work
undertaken.
· Commuted Sums and Spend By Dates – details of
available funds had been circulated prior to the meeting but it was agreed that
this should be discussed in more detail at the next meeting to determine how
the funds could be spent for the benefit of the Parish. The Parish Clerk to
include this as an agenda item.
9.
Correspondence:
The Queen’s Diamond Jubilee: The Parish Clerk reported that several items
of correspondence had been received relating to lighting of beacons with the
County to celebrate this event.
The costs for the provision of a beacon and gas would be in the region of £500;
unfortunately there are no subsidies and the costs would have to be borne by
the Parish.
While it was agreed that this would be a unique event, the costs could not be justified.
However, it was suggested that a beacon could be lit in conjunction with a
neighbouring Parish and consideration should be given to the suggestion of siting
a beacon at Almscliffe Corner/Briscoe Ridge which could involve Washburn Parish
Council and possibly share costs. DCllr Grange agreed to raise this with
Washburn Parish Council and make the suggestion that the costs be shared
between both parishes.
10.
Update on the Copse: Cllr Galloway had confirmed that NYCC
Education had given permission for the Interpretation Board to be mounted on
the Copse wall.
The provision of a new frame and re-siting of the Interpretation Board will be
undertaken by Mr Whorley and will be progressed by Cllrs Galloway and Mrs
Wilson.
Cllr Mrs Wilson reported that the Copse appeared to be in good order.
11.
Local Development Framework:
Cllr Clarke attended the meeting held by RASH (Residents Against Spoiling
- Why were the majority of proposed developments based in the West of Harrogate?
- Why were inadequate details provided on the infrastructure relating to the
proposals?
- Given that roads and transport were key issues, why was there no input from
NYCC?
- Given the scale of the proposals, it was surprising that they were submitted
by
Borough Council with little apparent
input from NYCC.
- Why was land designated for 700 - 1800 homes, adjacent to Cardale Park,
described two years
ago as a special landscape area and
not suitable for housing now considered suitable for housing?
- Given that 700 – 1800 homes are proposed within 350 yards of Beckwithshaw, why
were
residents of the Parish not included
in the Consultation?
- As Beckwithshaw is a Class C village, why was it not mentioned in the
Consultation?
- What were HBC’s proposals to deal with the increased volume of traffic not
only from the
proposed developments but also from
the new Police Station?
- If the development of 700 -1800 homes was agreed then there was a risk that Beckwithshaw
Primary School would close.
- Why was a Traffic Impact Survey not available for review?
It was agreed that further specific details were required relating to the
Traffic Survey and that Planning should be contacted to provide them. Cllr
Clarke and the Parish Clerk agreed to send a request to Forward Planning, HBC.
The Parish Clerk reported that a questionnaire had been received relating to
the LDF sites and Policies Development with a view to providing additional open
space within local Parishes.
It was agreed that the response should include a request to HBC to recommend
how specific sites could be identified and how the Village Hall could be
extended to provide better facilities to the Village and Parish.

The Parish Council had no comments to make.
6.120.34.C.FUL 11/03625/FUL
Conversion of garage to form additional living accommodation with first
floor and single storey extension – 2 Church Row, Otley Road, Beckwithshaw,
Harrogate HG3 1QW (Mr M Hill).
The Parish Council objected on the grounds that the development would:
- Spoil the visual character of the row of houses on the road.
- Create a loss of neighbour amenity.
- Be overbearing on adjacent property/neighbour.
- Result in the loss of car parking facilities.
The application was subsequently withdrawn.
6.120.122.FUL 11/03486/FUL
Erection of two storey extension and extension to land forming domestic
land – The Old Mistal, Bluecoat Farm, Howhill Road, Beckwithshaw, Harrogate HG3
1QJ (Mrs R Hagen.)
The Parish Council objected on the grounds that:
- Under planning rules, the proposed extension is not subservient to the
existing property.
- The development is in green belt.
- The proposed development is out of character with surrounding properties.
12.
Councillors Questions:
Daffodil Bulbs: Prior to the meeting, Cllr Galloway confirmed
that a sack of daffodil bulbs had been collected from Harrogate Borough Council
(Parks Division) for use within the Parish. In addition, the Primary School had
donated half a sack of daffodil bulbs to the Parish.
The bulbs are being held by Cllr Galloway (1 Moor Park Close) and parishioners
are welcome to collect bulbs from him for planting in the Parish.
