MINUTES OF THE MEETING HELD ON Monday 30th JUNE 2008

 

Location:         The Village Hall, Beckwithshaw

 

Present:         

Councillors – Cllr I.Galloway, Cllr Mrs J Cann, Cllr M Clarke, Cllr D Naylor, Cllr Mrs K Wilson

Parish Clerk – Mrs J Naylor.

 

The meeting commenced at 7:50pm

 

1.   Apologies:  
CCllr J Fort, DCllr  R Grange

 

2.    Urgent Business: 
Cllr Galloway had met the artist Stephen Blaylock at a recent exhibition and Stephen had requested attending a Parish meeting to discuss the possibility of a suitable piece of his work being sited in the copse.

       Prior to 2000, two early pieces of his work had been on loan to the school and had been sited in the copse. The parish council to discuss this as an item at the next parish meeting

 

3.    Public arrangements (Questions, E-mails etc.):
Mr Ruddock stated that a new security camera had been sited at the entrance to the Squinting Cat Public House at the junction to Lady Lane and asked if the Parish Council could explain its purpose.  It was stated that the Parish Council was not aware of any camera being installed and that additionally, Harrogate Borough Council is not duty bound to inform the Parish Council.

The Parish Clerk confirmed that no e-mails had been received for consideration.

 

4.    Minutes of the meeting held on 4th June 2008:
Approved Cllr I Galloway, seconded Cllr D Naylor, subject to the following comments re: the inspection of the Copse:

- The saplings to be replaced are Lime trees and not Horse Chestnuts.
- The bird box is to be re-sited nearer to the field and not the road side.

5.    County Councillor’s report:

6.    District Councillor’s report:
No report available.

 

7.    Highway signs:
The Parish Clerk had spoken to NYCC and reminded them that the required repairs had been outstanding for more than three months; NYCC had responded that it had been escalated and that a further inspection was to be carried out and timescales provided for completion.

8.    Finance:
The bank balances at 30th June 2008 were reported to the Council:

·     Hesseldens had submitted an invoice for £638.91 covering grass cutting undertaken in May and June - payment was approved by Cllr Galloway and seconded by Cllr Naylor.

·     MRC Roofing had submitted an invoice for £354 for the manufacture and erection of the notice board at Moor Park - payment was approved by Cllr Galloway and seconded by Cllr Naylor.

·     G Cann (Builders) had submitted a quote for £1190.00 to re-point the wall surrounding the Copse: the quote covers an area of approximately 90 square metres. Given that the quote is from a local firm and included the removal and disposal of ivy, rubbish etc. it was unanimously agreed to accept – the Clerk to formally write and confirm acceptance.

·     To ensure outgoings are covered, the Clerk requested that £1000 be transferred from the Deposit account to the Current account.
Cllr Clarke had still to contact the Bank to verify his signature before all the new signatories for the bank accounts could be set up. In the interim, as an existing signatory, Cllr Galloway would arrange for the transfer of funds.

·     The Parish Clerk reported that the licence for the anti-viral software (McAfee) had expired and the new subscription was £50+. It was suggested that free anti-virus software (AVG, SpyBot) could be used instead - the Parish Clerk to investigate.

9.    Correspondence:

·       Harrogate Borough Council had provided a schedule of Consultation Meetings with Parish Councils (2008/2009). The date for the meeting involving Haverah Park with Beckwithshaw was 29th January 2009 – any questions to be raised at the meeting must be submitted before then.

The key question to date, which was raised by Cllr Clarke, is: “Why are Harrogate Borough Council and North Yorkshire County Council not talking to each other regarding the impact on the roads by the Local Development Framework proposal and who has overall responsibility for the roads if the development proceeds?”  This item to be diarised for submission in January 2009. 

10.  CAP (Community and Policing) Meeting:
CAP meeting not held.

 

11.  Update on the Copse:
Weekly inspections undertaken by Cllr Mrs Cann.
Since the inspection by the Parish Council, weed killer had been applied to the appropriate areas in the Copse.
Re-siting of trees/saplings had still to undertaken.  

 

12.  Parish verges: It was unanimously agreed that the appearance of the verges had been greatly improved by regular cutting.

15. Planning Matters:

Planning consultations:

08/02376/FOREST – Felling of 1.2 hectares of coniferous trees at Crimple Head Farm, Norwood Lane, Beckwithshaw (J M Wilson & Sons).

A letter of support had been requested from the Parish Council to enable a grant to be obtained to contribute to the cost of the works.
Cllr Mrs Wilson declared an interest as the request had been made by a family member.

A letter had been drafted supporting the proposal – this was reviewed and unanimously approved.

 

6.79.271.ACFUL 08/02754/FUL – Erection of detached education centre, 20m high 15kw wind turbine and associated landscaping works – RHS, Harlow Carr Gardens, Harrogate HG3 1QB.

 

It was agreed that as Harlow Carr Gardens are not technically within the Parish of Haverah Park with Beckwithshaw the views of the Parish Council were not required. However, the plans were reviewed and discussed and it was agreed that the Parish Council had no objections and supported the proposals.

 

Planning enforcement results:

·     08/00247/PR15 – Erection of conservatory – 22 Otley Road, Beckwithshaw, Harrogate, North Yorkshire HG3 1TP.
Following the review, Harrogate Borough Council had confirmed that there had been no breach in planning control and no further action would be taken. 

·     08/00257/PR15 – Erection of wooden building and creation of riding arena – Pennine View Stables, Beckwith Head Road, Harrogate, North Yorkshire HG3 1RB.
There had been a breach of planning control in respect of the wooden building and the owner was to submit a retrospective application to remedy this situation – until this had been submitted, Harrogate Borough Council were unable to confirm if permission was likely to be granted.
The owner had stated that the riding arena had been in situ in excess of 10 years and consequently was now considered to be lawful and no further action should be taken by Harrogate Borough Council.  However, the Parish Council were of the opinion that the arena had only been in situ since 2004 – the Parish Clerk to obtain the original planning application before a formal response could be made.

 

 

 

 

 

 

 

 

Local Development Framework Strategy:

Cllr Galloway confirmed that he would be chairing a meeting of the District Development Committee to be held at the Council Offices on Wednesday 2nd July (17:30) and that the Core Strategy would be included on the agenda. The meeting was an open meeting and the Parish Councillors would be welcome to attend.

Five presentations would be made at the meeting although supporting documentation had only recently been circulated.
A high level review of the documents had been completed which had identified the following areas of concern:
- How were the original figures/volumes arrived at?
- What criteria were used to identify the sites for the LDF and had the same criteria been
   applied to other areas e.g. Pannal?
- Why had current infrastructure been ignored in determining the proposed sites?
- Why did the original traffic survey exclude the volumes of traffic travelling from
   Beckwithshaw to Cardale Park and Harrogate?
- Why had additional traffic surveys been conducted after the LDF proposal had been
   submitted?

The reports were to be made available to the general public on 11th July and responses/comments had to be submitted by 22nd August.  Responses will be reviewed, logged and forwarded to the Inspector by 16th October.

It was agreed that the impractical aspects of the whole consultation process should be brought to the Inspector’s attention and comment should specifically be made that the whole process, from start to finish, had been obscure and difficult to interpret.

16.  Councillors Questions:
Cllr Mrs Wilson asked, as a new Councillor, if any training courses were available to enable new councillors to understand planning processes etc.  Cllr Galloway said that there were no specific courses – the Parish Clerk to investigate.

Cllr Mrs Wilson asked who had responsibility for ensuring that road markings were clear because those on Norwood Lane are in need of re-painting - the Parish Clerk to escalate to Highways (NYCC).

Cllr Mrs Wilson said that due to the volume of speeding traffic on Norwood Lane there was a need for livestock crossing/warning signs as farmers were extremely concerned that it represented a significant risk both to themselves and their stock when moving them from field to field. The Parish Clerk to escalate to Highways (NYCC) and to ask Cllr Mrs Wilson to confirm the siting of the signs if Highways agree to erect appropriate signage.

Cllr Galloway had recently attended a Housing Exhibition and was impressed by a demonstration of a DNA marking system to protect household goods (internal and external). The product is produced by Selectamark and is recognised by the Police. Cllr Galloway to investigate further and obtain costs before recommending to Parishioners.
